This appeal by the State of Karnataka challenges a Tribunal and High Court order that had set aside a disciplinary finding of misconduct against N. Gangaraj. The Supreme Court held that judicial review is limited to examining the decision-making process, not substituting the court's judgment for that of the disciplinary authority. Mere discrepancies in Department evidence do not constitute 'no evidence' or justify overturning a finding unless it is wholly unsupported or perverse. As the Inquiry Officer had properly considered the evidence and recorded a guilt finding, the lower courts' interference was patently illegal. The appeal was accordingly allowed.
