The State of Karnataka appealed the High Court's decision requiring it to consider a candidate (Respondent No. 1) for the post of Hindi Language Assistant despite his lacking a B.Ed Degree with Hindi as a teaching method. The Supreme Court held that the recruitment rules establishing the Hindi Language Assistant position contain special eligibility requirements that are stricter than general language assistant requirements. The candidate must hold both a Bachelor's Degree with Hindi as a major subject AND a B.Ed Degree with Hindi as a specific teaching method. Since Respondent No. 1 lacked the B.Ed with Hindi as teaching method, he did not satisfy the eligibility criteria. The Court ruled that special statutory provisions override general ones, and therefore the recruitment authorities properly rejected his candidature. The appeal was allowed.
