The State of Kerala challenged a High Court judgment that had questioned the Government's reliance on an Expert Committee Report regarding a project. The High Court had suggested conducting a load test instead. The Supreme Court held that when a high-level Expert Committee of five experts is constituted to resolve divergent professional opinions and reaches a conclusion, the Government's acceptance of that report cannot be deemed arbitrary or violative of Article 14. The Court set aside the High Court's judgment, finding it had improperly substituted its own judgment for the Government's decision rather than applying proper judicial review standards. The appeals were allowed."
