The High Court struck down the rule, holding that the Central Government alone could prescribe registration fees under Section 41(2). The Supreme Court reversed this, holding that the assignment of specific registration numbers is a distinct service separate from the basic registration process, for which States may charge a prescribed fee under their delegated authority under Section 65 and 211 of the Motor Vehicles Act, 1988.
