The State of Madhya Pradesh challenged National Green Tribunal orders requiring it to direct fuel dealers and petrol pumps to refuse supply to vehicles without valid Pollution Under Control (PUC) Certificates. The Supreme Court held that while the Tribunal can examine violations of statutory environmental obligations affecting the community, it lacked jurisdiction to issue orders directing the State to instruct private fuel dealers. The Court affirmed that environmental protection measures must be stringent but must comply with legal authority and statutory powers, and allowed the appeals.
