In Brief
The Madhya Pradesh government challenged NGT orders requiring vehicle fuel supply restrictions and a Rs. 25 crore security deposit to enforce Pollution Under Control (PUC) Certificate compliance. The Supreme Court held that while the NGT has jurisdiction to enforce Rules 115 and 116 of the Motor Vehicles Rules through lawful penalties, it cannot direct dealers and petrol pumps to deny fuel to non-compliant vehicles—such measures fall outside the statutory framework and prevent necessary vehicle repairs. The NGT also lacks power to impose security deposit requirements. The Court upheld strict compliance enforcement through prescribed statutory remedies: suspension or cancellation of registration and legal penalties against vehicle owners and operators."
