The High Court quashed the second FIR as an abuse of process. The Supreme Court reversed this, holding that a second FIR is permissible when it addresses a larger conspiracy or wider systemic corruption than the first. Quashing such investigation would hinder efforts to expose widespread departmental corruption, contrary to public interest.
