The State of Uttar Pradesh and the original informant challenged a High Court order quashing criminal proceedings against beer manufacturers and distributors accused of conspiring to make trucks carrying regulated excise goods disappear in transit. The Supreme Court held that the High Court exceeded its jurisdiction under Section 482 CrPC by conducting an impermissible "mini-trial" and failing to appreciate allegations of larger conspiracy. The Court found that interconnected FIRs alleging systematic disappearance of excise-regulated goods could not be separated, and serious allegations requiring investigation should not be quashed at the preliminary stage. The appeals were allowed and criminal proceedings were restored.
