The State of Uttar Pradesh challenged a High Court contempt order. The High Court had initially directed the executive to consider pending payment claims. The executive complied and passed an order after inquiry. The beneficiaries then filed a contempt petition alleging non-compliance. The Supreme Court held that the initial High Court order was merely directive of consideration, which was duly complied with. A contempt proceeding is not the proper forum to adjudicate substantive entitlements for payment. The Court set aside the contempt order, allowing the appeal and leaving respondents to pursue appropriate legal remedies.
