The State of Uttarakhand implemented a separate quota for degree-holders for accelerated promotion to Assistant Engineer positions. Diploma-holders challenged this in the High Court, claiming it violated constitutional equality protections (Articles 14 and 16). The Supreme Court upheld the quota, holding that higher educational qualifications can justify differential promotion treatment when linked to job requirements. Offering accelerated promotion on limited posts incentivises further education and recognises skills gained through advanced qualifications. This does not breach constitutional equality guarantees. The appeal was dismissed.
