The appellant, a teacher, was promoted to B.T. Assistant (English) in August 2016. A colleague challenged the promotion, arguing that pursuing B.A. English and M.A. Tamil degrees (though not simultaneously completed) violated Rule 14, which bars promotion of teachers obtaining degrees in the same academic year. The High Court quashed the promotion. The Supreme Court allowed the appeal, holding that Rule 14 does not apply since the degrees were obtained in different academic years. The B.A. English qualification alone was sufficient for promotion, and M.A. Tamil is not equivalent to B.A./B.Sc./B.Ed. under Rule 14. The promotion order was restored."
