Constables and Head Constables in Delhi Police challenged amendments to recruitment rules that reduced the upper age limit for departmental candidates competing for 10% of direct recruitment quota for Sub-Inspectors. The amendment raised the age limit from 40 to 30 years (35 for SC/ST), making many ineligible. The Supreme Court upheld the amendments, holding that prescribing age limits and relaxations is a policy matter for the appointing authority and cannot be deemed arbitrary merely because it curtails certain candidates' chances. Candidates must satisfy rules in force when considered, not when vacancies arose. The appeal was dismissed.
