The Supreme Court held that under Section 125 of the Electricity Act, appeals must be filed within 60 days, extendable by a maximum 60 days (total 120 days). The Court cannot use the Limitation Act's general provisions to exceed this special limit. The appellant's Section 14 argument also failed: it did not prosecute the prior review petition with due diligence (37 days late) and did not promptly file the appeal after withdrawal. Both diligence and good faith are mandatory. The appeal was dismissed.
