Daulat Ram College's Governing Body challenged a High Court judgment requiring a formal procedure for appointing a College Hostel Warden, involving the Staff Council's recommendations. The Supreme Court held that the Governing Body, not the Principal, has exclusive authority to appoint the Warden. The UGC's 1987 letter regarding funding does not grant the Principal appointment power. Ordinance XVIII does not empower the Staff Council to recommend Warden appointments. While the Principal may invite applications and make recommendations as the College's executive head, final appointment authority rests with the Governing Body. The Court set aside the High Court's directions requiring Staff Council involvement.
