The Teachers Recruitment Board of Tamil Nadu conducted a written examination for Lecturer positions, with over 1,33,000 candidates appearing. Following discovery that 196 candidates had benefited from fraudulent alteration of their OMR answer sheets, and evidence of large-scale corruption, the Board cancelled the entire examination. Unsuccessful candidates challenged this in the High Court. The Supreme Court upheld the Board's decision, holding that an authority can cancel an examination based on reasonable material indicating widespread malpractices without needing to identify every wrongdoer or segregate tainted candidates individually. The purity of the examination process is fundamental to rational public administration.
