The State of Uttar Pradesh challenged a High Court order directing that unsuccessful candidates be considered for vacancies under the 1978 service rules. Candidates had undergone a written examination and interview under the 2015 Rules, which govern Group C recruitment via a statutory commission. The Court held that the 2015 Rules, being later and statutorily mandated, supersede the 1978 Rules when the two conflict. No waiting list is required under the 2015 Rules; unfilled vacancies are carried forward to the next recruitment. Candidates cannot selectively adopt parts of different rule schemes. Unsuccessful candidates who participated are estopped from challenging the process. The appeal was allowed and the High Court's orders were set aside.
