Thomas Lawrence challenged a National Green Tribunal (NGT) order dismissing his execution application concerning alleged destruction of 19.73 acres of the Veli-Akkulam Wetland in Thiruvananthapuram. The NGT had ordered the District Collector to investigate but later dismissed the execution application without separate adjudication. The State argued the land had obtained necessary permissions for Technopark development under Section 10 of the Kerala Wetlands Act. The Supreme Court held the execution application became infructuous once the Collector passed a substantive order, and directed the appellant to challenge the Collector's order directly within eight weeks without delay penalties.
