This case concerns whether candidates selected in a pre-bifurcation recruitment process (2011–2012) by the erstwhile Andhra Pradesh Transmission Corporation could insist on appointment after the state split into Andhra Pradesh and Telangana in 2014. The Telangana Transmission Corporation cancelled the old selection process and initiated a fresh recruitment with altered geographical zones and reservation policies, offering age relaxation to candidates from the earlier process. The High Court quashed the cancellation, but the Supreme Court allowed the appeal, holding that selected (unappointed) candidates do not have a vested right to appointment. The employer could validly cancel the pre-bifurcation selection given the state reorganization, prolonged litigation delays, and altered human resource requirements of the new state. Age relaxation adequately accommodated legitimate expectations.
