Following the division of Andhra Pradesh into Telangana and residual Andhra Pradesh under the 2014 Reorganization Act, disputes arose over allocation of power sector employees. The Supreme Court appointed a One-Man Committee to distribute all allocable personnel between the two states using approved modalities and statutory ratios. The Court rejected challenges by Telangana power utilities that claimed the Committee exceeded its mandate by allocating beyond the initially contested 1157 employees, and upheld the final allocation of 655 employees reciprocally between states. The Court held that the Committee's decision was final and binding, applied modalities correctly, and equitably excluded near-retirees from displacement to protect pension liabilities.
