The Court held that the Department of Personnel and Training's 'in principle' approval in 2003 for RPF's organized status, combined with its consistent inclusion in official cadre management monographs since 1986, justified the High Court's directive to complete the process. The Court also upheld the grant of Non-Functional Financial Upgradation (NFFU) to CAPF officers to address chronic stagnation, finding that minor deviations in meeting organizational attributes do not negate recognized service status.
