The Supreme Court dismissed multiple appeals by the Union of India challenging High Court decisions that recognized the Railway Protection Force (RPF) and Central Armed Police Forces (CRPF, BSF, ITBP) as Organized Group A Central Services. The Court held that a 2003 Department of Personnel and Training approval for RPF's Organized Service status was binding, and that official Monographs since 1986 had consistently classified these forces as organized services. The Court rejected arguments that deputation provisions or non-compliance with specific attributes disqualified these forces. It directed grant of Non-Functional Financial Upgradation benefits to officers facing promotional stagnation, finding such benefits mandatory for recognized Group A services regardless of Pay Commission recommendations based on outdated information.
