The Supreme Court dismissed a civil appeal by the Union of India challenging an entitlement to One Rank One Pension (OROP) for officers of Army Postal Services who were on deputation from the Department of Posts. The Court held that such deputed officers, despite holding military rank, retain their civil employee status because they maintain a lien (continuing interest) in their parent civil department and can be recalled or reverted. OROP benefits, the Court concluded, apply only to true Ex-servicemen of the armed forces, not to civil employees temporarily serving in military positions.
