The Union of India appealed against a High Court order that quashed the rejection of a candidate for Railway Protection Force constable posts. The candidate had filled his application form in English but written the required paragraph on the OMR answer sheet in Hindi. The Supreme Court held that using different languages in the application form and OMR sheet violated mandatory procedural requirements prescribed in the recruitment advertisement. The Court rejected the High Court's reasoning that the time gap (2011-2013) made the language change inadvertent. Following the principle that statutory procedures must be followed exactly as prescribed, the Court allowed the appeal and upheld the candidate's rejection.",
