In this civil appeal, the Supreme Court addressed whether Private Secretaries (Grade-II) working in zonal railway offices were entitled to the same pay as their counterparts in the Central Secretariat. The Court held that zonal railway offices are non-Secretariat organizations and thus fall under paragraph 3.1.14 of the 6th Pay Commission's recommendations, not paragraph 3.1.9 which applies to Secretariat offices. Although the 6th CPC recognized the importance of field offices in delivering government services, it deliberately made separate pay recommendations for Secretariat and non-Secretariat organizations. The Court affirmed that complete pay parity between the two was not warranted because the cadres have different functional requirements, recruitment rules, and promotion channels. To grant absolute parity would render the separate recommendations meaningless. The appeal was allowed.
