The University of Delhi challenged a Delhi Development Authority decision permitting construction of a high-rise residential complex on surplus metro station land that the DMRC had intended to develop commercially. Although the University raised concerns about impact on campus character, academic atmosphere, hostel privacy, and public interest, the High Court dismissed both the original writ petition and a subsequent intra-court appeal based primarily on delay and laches. The Supreme Court upheld this dismissal, holding that a 916-day delay in filing the appeal, coupled with a 7–8-year delay in filing the original petition, could not be excused despite the public interest involved. The Court held that while public institutions merit fair treatment, they are not exempt from limitation law, and the casual procedural approach here, combined with the respondent's accrued financial rights, justified denial of relief on technical grounds.",
