In Brief
A university housing colony of 192 flats was allotted to Ranchi University by the Jharkhand State Housing Board. Retired employees who had occupied these flats during employment sought mandamus to compel the Board to execute lease deeds in their personal names after making deposits. The Supreme Court held that occupation rights terminate upon employment cessation, and such occupation becomes unauthorized. Deposits made by employees contrary to the University's directions created no independent right to allotment. The Board's acceptance of the University's subsequent payments revoked any cancellation, preserving the University's original allotment. The Court dismissed the employees' writ petitions, permitting the University to proceed with eviction and recovery of penal rent, while allowing employees to claim refunds with interest."
