A retired university employee sought to compel the State Housing Board to execute a lease deed for a flat allotted by Ranchi University during her employment. The Supreme Court held that an employee's right to occupy university-provided housing is purely derivative of employment status and terminates upon retirement. The employee cannot claim an independent ownership right based on a small deposit made against the university's explicit prohibition. The University remains the allottee; the employee became an unauthorized occupant upon retirement and is liable for eviction and penal rent. However, employees may seek refund of their deposits with reasonable interest from the Board within three months of demand.
