Two pharmacy colleges sought direction from the University to grant affiliation for a B. Pharma course for 2020-21 and allow their students to sit special examinations. The colleges had obtained approval from the Pharmacy Council of India and the State Government had granted conditional affiliation. The University refused both requests. The Supreme Court held that in pharmacy education, national norms set by the Pharmacy Council of India prevail over state policies. Since the colleges met all regulatory requirements and uncontroverted facts supported their eligibility, the Court directed the University to grant affiliation and permit student examinations.
