The West Bengal Central School Service Commission challenged the High Court's decision to reinstate an applicant for an Assistant Teacher position. The applicant had passed the written test and interview but was later rejected because, although he had completed a certificate course in Bengali, he had never studied Bengali as a subject at secondary, higher secondary, or postgraduate level—a requirement for appointing teachers to Bengali medium schools. The Supreme Court allowed the appeal, holding that an elementary-level certificate course cannot satisfy the statutory requirement for higher-level subject qualification. The Court ruled that the respondent's selection was correctly cancelled."
