The Court held that courts have limited scope in reviewing expert selection committee decisions and cannot re-assess candidate merit. The State Screening Committee was correct to consider only the two names initially recommended by the departmental committee, as the minister's unilateral addition of a third name was irregular. Finding no bias, mala fides or arbitrariness in the selection process, the Court allowed the appeal and upheld the appellant's IAS appointment."
