In Brief
A candidate seeking appointment as a Lower Division Typist with a National Trade Certificate (equivalent to KGTE typewriting) challenged rejection for acquiring Computer Word Processing certification after the notification date. The Supreme Court held that candidates with equivalent typewriting qualifications need only 'produce' (not 'possess before') a Computer Word Processing certificate. The distinction between possessing and producing qualifications is material. Since Computer Word Processing was not part of KGTE curriculum before 2002, the relaxation in the notification allowed candidates to produce such certificates later. The Court set aside the High Court's judgment and directed the appellant's appointment per her rank."
