The Supreme Court addressed appeals by landowners seeking enhanced compensation for land acquired by the Haryana Government under the Land Acquisition Act, 1893 for an industrial complex near Dharuhera. The High Court had valued the land at Rs. 1,21,33,320 per acre, departing from the Reference Court's Rs. 67,12,050 per acre but without explaining the deduction methodology. The Supreme Court held that market valuation must rely on comparable sale exemplars proximate in time to the Notification date, apply a proportionate deduction for development charges (here, 1/3), and provide complete reasoned justification. The Court adopted the most reliable exemplar (Ex. P-Y, dated 15.02.2010 from the same village) and determined uniform market value at Rs. 1,49,14,975 per acre, rejecting belted valuation systems, and allowing the appeals in part.
