A nationalized bank sought to refuse disclosure of transfer and posting details of individual clerical employees under the Right to Information Act, 2005. The Central Information Commission and High Court ordered disclosure, but the Supreme Court allowed the bank's appeal. The Court held that personal information regarding employees' service records, transfers, and promotions falls within Section 8(1)(j) exemption and cannot be disclosed as a matter of right. Disclosure requires the applicant to demonstrate, and authorities to record a finding of, a larger public interest. Since no such larger public interest was shown here, the information request was properly rejected by the bank's initial officers."
