The Central Council for Indian Medicine (CCIM) appealed against High Court orders that allowed private medical colleges to admit students despite not meeting statutory minimum standards under the Indian Medicine Central Council Act, 1970. The High Court had reasoned that since permission was later granted for a subsequent academic year, it should retroactively validate the earlier year. The Supreme Court reversed this, holding that colleges must meet minimum standards as on a specific cut-off date for permission to be granted for that academic year. Permission granted for a later year does not retroactively validate an earlier year for which standards were not met.
