In Brief
Karnataka Ayurveda Medical College applied for permission to admit postgraduate students in 2018-19 but lacked required infrastructure like a Central Research Laboratory and Animal House. The Central Government refused permission. The college was later permitted for 2019-20, and the High Court held that subsequent permission should apply retroactively to 2018-19. The Supreme Court reversed this, holding that minimum standards must be met by 31st December of the preceding year for each specific academic year. Permission granted for a later year cannot be deemed to validate admissions for an earlier year when standards were not met. The judgment affirmed that regulatory compliance timelines are strictly enforced and cannot be cured retroactively.
