The Supreme Court held that respondent state authorities willfully disobeyed its orders dated 21.11.2014 and 17.05.2022 directing issuance of Transfer of Development Rights (TDR) to land owners whose property was acquired for road widening in Bengaluru. Despite explicit court directions, the authorities delayed implementation for nearly a decade, sought to modify the order after admitting the TDR would value at Rs. 1,396 crores, and ultimately issued TDR at Rs. 120.68 per sq. meter instead of the statutory guidance value of Rs. 2,83,500 per sq. meter. The Court found deliberate, calculated, and conscious breach, imposed costs of Rs. 1 lakh on contemnors, and directed fresh compliance within six weeks as per the applicable TDR Rules.
