In 1996, the Chandigarh Administration allotted a commercial booth to Hari Ram on a 99-year lease for Rs.70,500. The respondent failed to pay three instalments and ground rent due in 1997–1999 despite 26 opportunities. The Administration cancelled the allotment and evicted him in 2007. The High Court set aside the eviction, directing return of his deposit to enable him to pay outstanding dues. The Supreme Court allowed the Administration's appeal, holding that consistent default cannot be rewarded. However, balancing both parties' interests, the Court required payment at the 2010 market value (Rs.12,77,950) rather than current 2015 value (Rs.26,84,348), giving six months to pay.
