The Central Board of Excise and Customs floated an e-tender for supply and installation of 74 video scopes. The tender was awarded to M/s ASVA Power Systems India Pvt. Ltd., but an unsuccessful bidder (M/s Almighty Techserv) challenged the award in the High Court, which cancelled the tender. On interim relief, the Supreme Court permitted the Department to proceed with procurement from ASVA due to urgent operational necessity, but directed that Rs. 63 lakhs—representing the alleged loss to Government—be withheld from payment pending final hearing on the merits."
