The Delhi Development Authority appealed against orders regarding land acquisition compensation. The Authority claimed it could not take possession or pay compensation due to a stay order, but the Court found that the stay applied only to a different party (Ruchi Vihar Housing Welfare Society) and not to the respondents' lands. Since the Authority admittedly failed to comply with the mandatory time requirement under Section 24(2) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, the appeals were dismissed.
