The Supreme Court held that the distinction between employees with and without Headquarters in the Northeast was unconstitutional—it lacked rational relation to the scheme's object of attracting officers to the region. The 2005 order merely clarified the true scope of the original 1983 benefit, not created a new one. Therefore, employees were entitled to the allowance from their posting dates, not just from 2005. Appeal dismissed.
