A former CISF constable deputed to the National Disaster Response Force (NDRF) sought deputation and special allowances from the date of NDRF's constitution (2006). The Madras High Court ordered payment to him and all NDRF personnel from 2006. The Supreme Court partly allowed the appeal, holding that personnel became entitled to deputation allowance only when actual command and control transferred to NDRF on 11.09.2009, not from 2006. The Court also held that High Courts cannot pass pan-India orders affecting employees nationwide; such jurisdiction is limited to employees within their territorial boundaries.
