The Haryana Staff Selection Commission rejected applicants for Post Graduate Teacher posts based on having only provisional/confidential results (not final) at the application deadline. The High Court and Supreme Court found these provisional results valid since issued by the universities before the cut-off date, making candidates eligible. After the Court ordered 90 candidates appointed with delayed compliance, the Court clarified that benefits apply only to those who litigated before the order; the merit list must be recast to reflect actual qualifications; withdrawn posts need no offer; and displaced meritorious candidates can be considered for other vacancies.
