In Brief
A student pursuing M.D.S. sought release of his original educational certificates from an institution (respondent 1) that had retained them since admission. The student had been subsequently selected at another institute and requested return of his documents. The Supreme Court held that while institutions may validly retain certificates pending completion of formalities and payment of regulatory dues, they must release such documents immediately once the student fulfills all requirements and clears outstanding dues. The petition was disposed of with directions to release the documents after compliance with these conditions."
