This case addresses whether the general condonation provisions of the Limitation Act can extend the 30-day appeal period under the Recovery of Debts and Bankruptcy Act. The Supreme Court held that the RDB Act is a complete, self-contained code for expedited debt recovery designed to facilitate bank recovery proceedings. Section 5 of the Limitation Act applies only to courts, not statutory tribunals, unless expressly granted. The RDB Act provides condonation powers only for original tribunal applications and appeals to the appellate tribunal, but conspicuously omits any condonation power for appeals against Recovery officer orders. This legislative exclusion prevents application of general limitation law to such appeals.
