A builder challenged Municipal Commissioner's orders regarding refuge areas and Floor Space Index (FSI) in a Mumbai development project housing hundreds of occupants. The Public Interest Litigation raising these issues was before the Bombay High Court while related matters were pending before the Supreme Court in two Special Leave Petitions filed by both the petitioner and builder. The Supreme Court allowed the transfer of the PIL to consolidate all related issues, finding that matters concerning building safety and statutory development regulations should be decided finally in one forum. The interim orders of the High Court were allowed to remain in force pending final adjudication before the Supreme Court."
