Employees of autonomous institutions in Schedule IX and X of the Andhra Pradesh Reorganisation Act, 2014, challenged implementation of the Court's order raising the retirement age from 58 to 60 years. They sought back wages for the 'gap period' when they were retired but later reinstated. The Court held that the expression 'consequential benefits' in its disposal order must be understood within the framework of Government policy documents and Orders that preceded it. The established policy, particularly the Government Circular dated 28.06.2016 and Government Order dated 08.08.2017, contemplated that employees would not receive salary for periods not actually worked. The Court dismissed the contempt petitions, holding that employees are entitled to benefits specified in the policy documents, but not back wages for the gap period.
