Karan Singh, a Delhi Transport Corporation employee, availed voluntary retirement in 1993 when the DTC accepted that he had completed 10 years of service. However, the Corporation later refused pension, arguing his actual qualifying service was only 9 years 7 months 8 days after excluding a training period and 98 days of unauthorised leave without pay. The Supreme Court remanded the matter to await a larger Bench decision on whether leave without pay properly sanctioned and recorded in the service book can be excluded from pension eligibility, and whether natural justice principles apply before such exclusion."
