The Court struck down Clause 4.1 of Karnataka's Information Bulletin for post-graduate medical and dental admissions, which imposed a domicile/origin requirement for entry into government and government-quota seats. Forty-four MBBS/BDS graduates from Karnataka who cleared NEET-PG challenged the provision as violating constitutional equality (Article 14). The Court held that while institutional preference of up to 50% may be permitted, the challenged clause actually disqualified eligible candidates who studied in the State itself, thereby violating merit and equality principles essential at post-graduate level. Following its earlier decision in Vishal Goyal (2014), the Court declared the clause invalid and directed the State to amend the bulletin within regulatory timelines.
