Manipur University, converted to a Central University in 2005, initially applied national reservation norms (15% SC, 7.5% ST, 27% OBC) after the Central Educational Institutions (Reservation in Admission) Act, 2006 came into force. Following the 2012 Amendment, the University reverted to pre-2006 State policy (2% SC, 31% ST, 17% OBC). SC candidates challenged this as unjust reduction. The Supreme Court upheld the amendment's effect, holding that the new proviso to Section 3 requires using pre-2006 reservation figures as the reference point for north-eastern institutions, including Manipur. SC/ST and OBC percentages must be calculated together under the proviso's unified formula, not independently under original clauses.
