Fast Track Court Judges appointed on an ad hoc basis in Andhra Pradesh challenged an order denying them seniority from their initial ad hoc appointment date upon absorption into the permanent cadre of District Judges. The Supreme Court held that ad hoc appointments to Fast Track Courts, made under special rules distinct from regular cadre rules, are not appointments to permanent cadre posts. Therefore, judges cannot claim seniority over regular cadre appointees from their ad hoc appointment date. However, the Court directed that service as Fast Track Judges must be counted for pensionary and retiral benefits. The appeals were dismissed.
